Managing Uncertainty in Nonprofit Organization: A Comparative Case Study of Risk Management Practices in Three Countries

Abstract

Non-profit organizations in donor-linked and resource-constrained contexts frequently operate under uncertain funding, shifting accountability expectations, uneven internal systems, and fragile pathways toward operational continuity. Existing non-profit research often examines these conditions through governance, sustainability, resilience, or formal risk-management lenses. While these perspectives are valuable, they do not fully explain how uncertainty becomes visible, interpretable, and actionable before it manifests as a fully codified risk. This article develops an Adaptive Risk Practice Framework for reading uncertainty-management traces within non-profit assessment evidence. Rather than treating program assessment records solely as compliance or performance tools, the article argues that such documents can also be read as documentary traces of how organizations encounter uncertainty, interpret it as risk, translate it into organizational tasks, respond through available routines, buffer exposure through relationships, and recalibrate through learning. Drawing on NAMA-supported program assessment evidence from non-profit organizations in Indonesia, Kyrgyzstan, and Tanzania, the article treats the evidence as a documentary basis for conceptual and methodological interpretation, rather than as causal impact evidence or a direct reconstruction of lived organizational sensemaking. The contribution is threefold: Conceptually, the article reframes non-profit risk management as an uncertainty-to-action process. Methodologically, it demonstrates how assessment documents can be read diagnostically to identify uncertainty-management traces. Practically, it offers funders and capacity-building organizations a structured framework for supporting non-profits beyond compliance, sustainability indicators, and general organizational readiness.
